I've seen a few "portable outhouses" where people have erected privacy tents in front of their car or truck to use as a changing room and/or outhouse.

I saw one time a rule, but i think it was for South Lot, that no tents are allowed.  Anyone know for McCormick Place what the rules are?  I'm thinking of adding the personal outhouse to my tailgating collection.

I say add it to your tailgate collection.  Things that are not allowed in the lots owned by the park district such as deep fryers, canopies, and staying during the game are allowed in the 31st street lot, (which is what I believe you are refering to).  I will say this, as I deep fry something every game, the pessimist inside me is always waiting for the other shoe to drop.  So be careful in the amount of money you spend, if it's something you'll have little to no use for without tailgating.
